The San Joaquin County Environmental Health Department(EHD) is the <br /> local regulatory agency overseeing both open cases.This request addresses case closure criteria in the <br /> California State Water Resources Control Board Low-Threat Underground Storage Tank Case Closure <br /> Policy(LTCP) and Section 6.6 of the RWQCB's 2004 Appendix A to the Tri-Regiona/Board Staff <br /> Recommendations for Pre/iminaryInvestigation and Evaluation of Underground Storage Tank Sites. <br /> These criteria for closure were requested in an EHD letter to Stockton Arena Hotel &Conference Center, <br /> LLC dated 10 April 2012, and was further discussed with EHD on 21 March 2013. <br /> The following is a description of the Sites, summary of previous investigation and remediation, conceptual <br /> site model, and discussion of existing data and rationale in support of case closure. <br /> SITE DESCRIPTION AND PREVIOUS INVESTIGATIONS <br /> 420 N Madison Street <br /> 420 N Madison Street is located at the southeast corner of N Madison and West Fremont Streets and is <br /> referred to as the former Carando Machine Works (Carando). Carando was occupied by several buildings <br /> until March 2004. Buildings in the southern half of the Carando site were constructed between 1920 and <br /> 1950. Aerial photographs and Sanborn maps show a gas station pump and service station in the <br /> northwest area of Carando from at least 1950 until the late 1960s. The approximate locations of the <br /> former service station, underground storage tanks(USTs), and pump islands are shown on Figure 2. <br /> From the late 1960s, Carando was occupied by buildings operated by Carando Machine Works. Three <br /> USTs, reportedly used to store gasoline and diesel, were present in the sidewalk adjacent to the Carando <br /> property until their removal in April 2004. Primary and secondary sources of soil and groundwater <br /> contamination at the Carando site have been remediated during multiple excavations in 2004 and 2005, <br /> which are discussed in detail in previous reports(T&R, 2004a, 2004b, 2005a). The buildings on the Site <br /> were demolished in March 2004 in preparation for redevelopment and construction of the Stockton Hotel, <br /> which currently occupies the Site. <br /> 555 Montgomery Street.
