i <br /> Treadwell&Rollo <br /> 1 SOIL AND GROUNDWATER REMEDIATION REPORT , <br /> FORMER CARANDO MACHINE WORKS <br /> ' 420 NORTH MADISON STREET <br /> Stockton, California <br /> 1 1.0 INTRODUCTION <br /> 1 This report documents the soil and groundwater remediation work performed at the former <br /> Carando Machine Works Site (Site) at 420 North Madison Street(Figures 1 &2) The City of <br /> Stockton(City) owns the Site, and Treadwell &Rollo, Inc (Treadwell &Rollo) was retained by <br /> the City to consult on soil contamination characterization and remediation work The San <br /> ' Joaquin County Environmental Health Department(SJCEHD) is overseeing the soil and <br /> groundwater characterization and remediation work at the Site related to releases from the <br /> former gasoline service station <br /> The objective of this project was to remediate soil and groundwater with high concentrations of <br /> volatile organic compounds (VOCs) and petroleum hydrocarbons at the Site During June 2004, <br /> ' the soil remediation was conducted in conformance with the 12 April 2004 workplan titled Soil <br /> and Groundwater Investigation, Carando Site, 420 North Madison Street, Stockton, California <br /> (Treadwell &Rollo 2004a), which was approved by the SJCEHD in letters dated 16 and 20 April <br /> 2004 (SJCEHD 2004a and 2004b) The approval letters are included in Appendix A In <br /> ' preparation for the proposed soil excavation, three underground storage tanks (USTs) were <br /> removed from the area along West Fremont Street A description of these UST removals is <br /> ' documented in Treadwell &Rollo's report titled Confirmation Soil Sampling, UST Removal <br /> Activities, Former Carando Machine Shop, North Shore Parcel, Stockton, California dated 11 <br /> ' June 2004 (Treadwell & Rollo, 2004b) <br /> This report presents the following <br /> 1 Our findings regarding previous site uses and investigations, <br /> ' 2 Soil and groundwater remediation methodologies, and <br />
