i, <br /> Hot spot removal of contaminated soil was the recommended soil remedial alternative for OUl <br /> and OU2. Specific removal actions were determined based on the RAOs. Contaminant l <br /> concentrations that exceed the RAOs were to be excavated and disposed off-site at appropriate .;;. .. <br /> landfills. This remedial approach was outlined in the RAP, and approved by DTSC, in a <br /> 30 August 2001 letter to Mr. Stephen Pinkerton of SDHR{DTSC, 2001). The RDIP described <br />{ <br /> project information and specific procedures to be used to implement the RAP. The RDIP was <br /> approved by the DTSC in a 12 March 2004 letter to Ms. Kitty Walker of SDHR(DTSC, 2004), <br /> which is.included in Appendix A. <br /> i <br /> j <br /> The groundwater monitoring programs at each site in OU2 are under the supervision of the <br /> SJCEHD. The groundwater monitoring and remediation programs at these areas will be <br /> completed under the oversight of the San Joaquin County Environmental Health Department <br /> I (SJCEHD) and Regional Water Quality Control Board (RWQCB) after site construction is <br /> t i <br /> completed. In a March 2004 letter, the DTSC requested that.the monitoring wells at Area 10 be <br /> sampled prior to well destruction. The Area 10 sampling results are included in Appendix A. <br /> i <br /> Soil and groundwater_remediation not associated with the RAP has been performed at two areas <br /> (Areas 15 and 16) since the RDIP was completed. The work was conducted under the <br /> supervision of the SJCEHD, and was associated with previous petroleum hydrocarbon releases <br /> from USTs. At Area 15, a UST was encountered during the RAP excavation, and the SJCEHD <br /> supervised the removal of the UST and impacted soil: At Area 16, contaminated soil was <br /> excavated to below the water table in a shored excavation. All impacted soil and groundwater <br /> were disposed of offsite. <br /> ES 3.0 Pre-Remediation and Remediation Activities <br /> The planned redevelopment required that all above and below ground improvements be <br /> demolished. Between December 2003 and March 2004 all structures at the Site were <br /> demolished. During March 2004, all of the groundwater monitoring, extraction, and injection <br /> 25971025.DGD 3 11 August 2005 <br />
