See Below) <br /> ADEQUATE AND NECESSARY ELEMENTS OF THE WORKPLAN (H&S 25299.37,subd.(c)(3),): <br /> 1. Excavate additional 500 cubic yards of gasoline and diesel impacted soil on the southern wall <br /> portion of the existing excavation at the site. <br /> 2. The removed soil will be stockpiled and characterized before disposal off site. <br /> COMMENTS AND CONDITIONS: <br /> 1. The site has been placed into San Joaquin County Environmental Health Department(EHD) <br /> Local Oversight Program(LOP) following the discovery of a container which EHD has <br /> determined to be an underground storage tank of unknown petroleum in April 2004. The <br /> container was discovered during an excavation that was approved by Department of Toxic <br /> Substance Control(DTSC),where 3,600 cubic yards of soil have been removed from the <br /> excavation by April 14,2004. Approval of this work plan by EHD covers only the excavation of <br /> an additional 500 yards of impacted soil beyond the 3,600 yards already excavated. <br /> 2. If the soil begins to"clean up"based on staff observations and field data (photo ionization <br /> detector)before the targeted 500 yards of soil have been excavated,EHD may request <br /> discontinuation of excavation. <br /> 3. Collect soil samples for laboratory analyses after excavation is complete. Collect at least one <br /> sidewall sample and one bottom sample every 20 feet of the new excavation. Additional samples <br /> may be required based on the Ethology,locations of the contamination observed within the <br /> excavation,and the need to provide mass balance calculation before and after the excavation. <br /> Collection of these additional soil samples must include EHD comment and concurrence. <br /> 4.
