The email sent to the EHD was in response to a letter
dated February 1, 2012, commenting on the Groundwater Monitoring Work Plan (Work Plan) for 420 and 423
Madison Street.
In Work Plan, T&R proposed the installation of four groundwater monitoring wells, located in two clusters,
one cluster to investigate the location of an underground storage tank discovered and removed in 2004 and
the other near the location of former groundwater monitoring wells MW-21A and MW-21 B which historically
had the highest concentrations of total petroleum hydrocarbons quantified as gas (TPHg). The EHD
approved the proposed wells and locations, but required a third cluster of two wells, to allow calculation of
groundwater gradient and flow direction, and to provide information on the lateral extent of the plume. T & R
states in the email that the addition of a third cluster of two monitoring wells is not necessary because the
installation of three shallow ground water wells at the 420 Madison Street site, in connection with the 423
Madison Street site, will determine groundwater flow and direction. The EHD approves the installation of the
currently proposed 2-well clusters as requested by T & R.
T & R also states in the email that the client requests a phased implementation of the submitted work plans
for the 420 and 423 Madison Street sites during the year 2012 In order for the client to better manage costs
related to the well installations activities. The EHD will allow the phased implementation of the work plan for
2012, to follow with a work plan submittal for the second Madison Street site in 2013.
An addendum to the original work plan is required by the EHD no later than April 21, 2012. The addendum
should include any changes to the original work plan and language that defines the locations for the
groundwater monitoring wells and reasoning for phased implementation for the two sites.
If you have any questions please contact Lisa Medina at(209) 468-3455 or by email at Imedina@sjcehd.com
Sincerely
Lisa Medina, REHS Nuel C.
