Inspection this date to follow up information from phone calls with an <br /> employee at Forward Landfill in Manteca, California. On October 3, 2008, <br /> a CIWMB Registered Waste Tire Hauler hauled a truckload of altered tires <br /> to the landfill for disposal without a Manifest Form. The altered tires were <br /> scraps of rubber from the manufacturing processes at RCL Manufacturing <br /> (RCL)/Huffco, varying in size and shape, but not meeting the ADC or TDP <br /> criteria. (Two businesses with the same owner operating at same address: <br /> RCL and Huffco. Huffco TPID# 1302826 is inactive per operator and noted <br /> on Inspection Report _ dated 10/16/08. The address for RCL and Huffco <br /> is 4777 S. Airport Way, Stockton, California.) The landfill employee was <br /> instructed by Environmental Health Department (EHD) to accept this load <br /> un-manifested but to tell the driver that only manifested loads of tire <br /> scraps would be accepted in the future. The landfill employee was then <br /> instructed to record the load on CIWMB Form 224 Unregistered Hauler & <br /> CTL Substitution Form and submit the form to CIWMB within 30 days. <br /> A search of the Waste Tire Manifest System Database (WTMS) indicated <br /> that RCL Hauler Registration status was "Cancelled". Correspondence <br /> was recorded on WTMS between owner of RCL (Dale Huff) and CIWMB <br /> from April 2008 regarding the Surety Bond reinstatement. <br /> In a phone call with Mr. Huff, EHD recommended that he contact CIWMB <br /> before hauling any more tire scraps to regain Active Hauler status, <br /> otherwise he would be in violation. CTL Manifest Forms were discussed. To <br /> date, no CTL activity was recorded in WTMS by RCL, so EHD confirmed <br /> that the correct form was to be used. <br /> Mr. Huff then described his need to clean up his facility yard due to <br /> business expansion and the accumulation of tire scraps due to disposal <br /> vendor issues (Tri-C Tire Recycling had permit suspended). Mr. Huff said he <br /> would make sure all tire scraps were properly manifested in the future. <br /> On October 15, 2008 another phone call with the landfill employee said <br /> that RCL delivered another load of scrap tires on October 14th, but the <br /> driver didn't know how to fill out the CTL. Mr. Huff was contacted by EHD <br /> to set an appointment for an inspection this date. <br /> A search of the Waste Tire Manifest System Database (WTMS) indicated <br /> that RCL Hauler Registration status was "Cancelled". Correspondence <br /> was recorded on WTMS between owner of RCL (Dale Huff) and CIWMB <br /> from October 3, 2008.
