At time of inspection, a current Hauler Bond issued to RCL was viewed, <br /> which had an issue date from April 2008. Four green CIWMB Waste Tire <br /> Hauler decals with decal numbers matching four CIWMB issued Hauler <br /> Certificates were viewed. The issue date on the certificates was October <br /> 8, 2008. EHD confirmed that Hauler Registration appeared to be <br /> completed. <br /> A folder containing both complete and incomplete CTLs was reviewed in <br /> the presence of Mr. Huff. Copies of completed CTL manifest forms that <br /> are supposed to be turned to CIWMB within 14 days of completion were <br /> still in the file. The CTL manifest forms were for whole tire transports from <br /> other facilities but there were no CTLs filled out for deliveries to the <br /> RCL/Huffco facility. Electronic Data Transfer manifest forms (EDTs) from <br /> past disposals by Tri-C Tire recycling and CTLs from Roman Tire and Waste <br /> Recovery West (WRW) were viewed. <br /> Proper manifesting procedures were discussed with RCL foreman, Jose, <br /> and with Mr. Huff. CTL Field Guidance sheets were distributed and <br /> discussed. EHD filled out a photo-copied sample of a CTL to provide <br /> proper manifesting procedures for a mock trip to another facility. The <br /> sample form was an example of a delivery and pick up of tires to and <br /> from Waste Recovery West (WRW), where whole tires are purchased by <br /> RCL for production. A total of four sample receipts demonstrated a "Pick- <br /> up" and a "Delivery" for each leg of the transport of tires, totaling four CTL <br /> receipts. Mr. Huff and Jose were instructed to leave one CTL receipt for <br /> each part ("Pick-up" and "Delivery") of the tire transport transactions, <br /> totaling two CTL receipts left at both RCL and at WRW. They were also <br /> instructed that the yellow copy is to remain at RCL for three years, and the <br /> hard, blue/white, bottom copy is to be mailed to CIWMB within 14 days of <br /> the transaction. EHD told Mr. Huff that he was in Violation of Manifesting <br /> Requirements. <br /> Used and waste tires have been brought to the property for <br /> manufacturing purposes by self-hauls and Roman Tire. One EDT form from <br /> Roman Tire was viewed. Numerous CTLs were viewed for the self-hauls to <br /> the site, but none of the CTLs had been mailed to CIWMB for reporting <br /> self-haul tire transport. EHD told Mr. Huff and his employee, Jose, that <br /> failure to mail CIWMB copies of CTLS to CIWMB within 90 days was a <br /> Violation of Manifesting Requirements. EHD instructed Mr. Huff and his <br /> employee, Jose, to mail the CIWMB copies of the CTLs to CIWMB <br /> immediately. <br />
