A tour of the facility was given by Mr. Huff. Various products are made <br /> from recycled/reused waste and altered tires. In the past, the scrap from <br /> these manufacturing processes has been stored in a 40-yard disposal bin <br /> that belongs to Tri-C. Since Tri-C has stopped operations, no tire disposal <br /> company has been removing waste tires and rubber scrap from RCL. Piles <br /> of scraps of various sizes filled the yard at the south side of the building. <br /> Tire rings made from sidewalls for agricultural use were stacked in an <br /> amount of estimated 50-100 rings each. There were approximately 30 <br /> stacks throughout yard. The exact number of waste tires and passenger <br /> tire equivalents (PTE) was observed to be more than 500. Among the tires, <br /> scraps, and rings were flammables (wood pallets, garbage, drums of <br /> unknown content). The yard was in disarray all the way to the southwest <br /> corner fence lines. Piles were upwards of six feet. EHD pointed out <br /> numerous fire hazards to Mr. Huff, including dry vegetation at fence lines, <br /> unmarked 55 gallon drums, and flammable debris comingled in tires and <br /> scraps. EHD told Mr. Huff that the amount of tires, scraps, and by-products <br /> was a Violation of Permitting Requirements. <br /> On October 22, 2008 a search of the Waste Tire Manifest System Database <br /> (WTMS) indicated that RCL Hauler Registration status was "Cancelled". <br /> CIWMB was contacted by EHD. Per CIWMB, the requested original Hauler <br /> bond had not been received by CIWMB. EHD contacted Mr. Huff and <br /> relayed the information. Per the Waste Tire Manifest System Database <br /> (WTMS) the Hauler Surety Bond was received by land on October 23, 2008 <br /> and RCL Hauler Registration status was "Active". <br />
