Current copies of the Monitoring and Response Plans for the Wilson Way facility had <br /> not been submitted at the time of the: <br /> 4 January 16, 2003 UST inspection. <br /> 4 February 5, 2004 UST inspection. <br /> Title 23, CCR 2636 (c)(1) All releases in secondary piping flow to a collection sump. <br /> Underground primary piping shall meet all of the following requirements: <br /> (1) Primary piping in contact with hazardous substances under normal operating conditions shall <br /> be installed inside a secondary containment system which may be a secondary pipe, vault, or <br /> a lined trench. All secondary containment systems shall be sloped so that all releases will <br /> flow to a collection sump located at the low point of the underground piping. <br /> A secondary containment test boot inside the 91 piping sump at the Airport Way facility <br /> was attached to the primary and secondary piping at the time of the June 8, 2006, UST <br /> inspection, preventing any releases from flowing into the sump. <br /> Title 23, CCR 2637 (a) Secondary containment test performed. <br /> Secondary containment systems installed on or after January 1, 2001 shall be tested upon <br /> installation, 6 months after installation, and every 36 months thereafter. Secondary containment <br /> systems installed prior to January 1, 2001 shall be tested by January 1, 2003 and every 36 <br /> months thereafter. <br /> 4 The Airport Way facility was approximately 12 months late performing the six-month <br /> post construction secondary containment testing. Testing was due on or before November <br /> 2004 and was not performed until November 30, 2005, and a report was not received by <br /> this office until February 3, 2006. <br /> 4 The Cherokee Lane facility was approximately 8 months late performing the six-month <br /> post construction secondary containment testing. Testing was due on or before March <br /> 2005 and was not performed until November 30, 2005, and a report was not received by <br /> this office until February 3, 2006. <br /> 4 The Manthey Road facility was approximately 3 months late performing the thirty six- <br /> month secondary containment testing. Testing was due on or before December 2005 and <br /> was not performed until March 22, 2006, and a report was not received by this office until <br /> May 22, 2006. <br /> 4 The Wilson Way facility was approximately 5 months late performing the thirty six- <br /> month secondary containment testing. Testing was due on or before October 2005 and was <br /> not performed until March 21, 2006. <br /> Title 23, CCR 2637 (e) Secondary containment test report. <br /> Underground storage tank owners and operators shall submit a copy of the test report to the local <br /> agency within 30 days of the completion of the test. <br /> 4 The November 30, 2005 secondary containment test report for the Airport Way facility <br /> was not received by this office until February 3, 2006. <br /> 4 The November 30, 2005 secondary containment test report for the Cherokee Lane <br /> facility was not received by this office until February 3, 2006. <br /> Page 14 of 20 <br />
