SUMMARY
1427 Airport Way, Stockton, Rancho San Miguel Market
On June 17, 2005, Mr. Dennis Catanyag, Senior REHS, San Joaquin County Environmental
Health Department (EHD), performed a routine Underground Storage Tank (UST) inspection at
this facility (Attachment 1) and witnessed the annual monitoring certification testing
(Attachment 2). This facility was found to be eight months past due on secondary containment
testing, one month past due on the annual monitoring certification, leak detector testing, and spill
container testing. The technician performing the tests did not possess the manufacturer
certification to test the Red Jacket leak detectors and the facility was told that results would not
be accepted by this office. Financial responsibility was not submitted to this office in a timely
manner and the monitoring plan could not be found onsite at the time of inspection. Some of the
designated operator reports were performed by individuals not listed on the designated operator
statement previously submitted to this office. The leak detectors were not tested by a
manufacturer certified individual until June 8, 2006.
