91 octane fill sumps and the 87 spill bucket failed a 30 minute lake test. The facility was <br /> reminded that secondary containment testing was due by October 2005. <br /> On March 3, 2005, the 87 spill bucket was repaired with a new drain valve, retested, and passed <br /> a 30 minute lake test (Attachment 46). <br /> On February 27, 2006, Mr. Naidu performed a routine UST inspection (Attachment 47) and <br /> witnessed the annual monitoring certification. A current financial responsibility had not been <br /> submitted to this office. Secondary containment testing was due by October 2005 and was 4 <br /> months past due. Both leak detectors failed to detect a 3.0 gph leak at 10 psi. Designated <br /> operator inspection reports for August 2005 through November 2005 were not available onsite. <br /> As of the date of this referral, a test report for this monitoring certification has not been received <br /> by EHD. <br /> On March 3, 2006, Mr. Naidu approved a permit application to replace both leak detectors. <br /> These were installed and Mr. Naidu witnessed the testing on March 8, 2006. Both passed. <br /> On March 21, 2006, secondary containment testing was performed by Franzen-Hill Corp <br /> (Attachment 48). The annular space and both fill sumps were tested and passed. Both piping <br /> sumps all other components were not tested due to a lack of test boots. This test report was not <br /> submitted to this office until June 14, 2006, with the permit application for repairs. <br /> On June 14, 2006, Mr. Naidu received a permit application to replace a section of primary <br /> piping. Mr. John Ellis of Franzen-Hill Corp. was told that the proposed work plan cannot be <br /> approved as written and needs to be amended. As of the date of this referral, a revised work plan <br /> has not been received. <br /> Attachments 49, 50, 51 and 52 include parcel information for the Airport Way, Stockton; <br /> Cherokee Lane, Lodi; Manthey Road and Wilson Way, Stockton facilities, respectively. <br /> Attachments 53, 54, 55 and 56 include facility and owner information (former Form A) for the <br /> Airport Way, Stockton; Cherokee Lane, Lodi; Manthey Road and Wilson Way Stockton <br /> facilities, respectively. <br /> Attachments 57, 58 and 59 include hazardous waste facility file narratives for the Cherokee <br /> Lane, Lodi; Manthey Road and Wilson Way Stockton facilities, respectively. <br /> Attachments 60, 61, 62 and 63 include UST facility file narratives for the Airport Way, Stockton, <br /> Cherokee Lane, Lodi; Manthey Road and Wilson Way Stockton facilities, respectively. <br /> II.
