MANTECA March 12, 2018 <br /> SUMMARY OF VIOLATIONS <br /> (CLASS I,CLASS it.or MINOR-Notice to Comply) <br /> Item# Remarks <br /> 318 CCR 2636(f)(2) Leak detector failed to detect a 3.0 gph leak at 10 psi. <br /> The 87-octane, and 89-octane VMI line leak detector failed to detect a leak when tested. All line leak detectors shall <br /> be capable of detecting a 3-gallon per hour leak at 10 psi. The service technician adjusted the leak detector, <br /> retested it, and it passed. <br /> This was corrected on site. <br /> This is a minor violation. <br /> 320 CCR 2635(b)(2)Overfill prevention system not present or failed to meet overfill requirements. <br /> The red light bulb used for audio/visual alarm of the overfill prevention system was out.The light bulb was replaced <br /> and retested during the inspection.All underground storage tanks shall be equipped with an overfill prevention <br /> system that does not allow for manual override and meets one of the following requirements: <br /> 1. Alert the transfer operator when the tank is 90 percent full by restricting the flow into the tank or triggering an <br /> audible and visual alarm; or <br /> 2. Restrict delivery of flow to the tank at least 30 minutes before the tank overfills, provided the restriction occurs <br /> when the tank is filled to no more than 95 percent of capacity; and activate an audible alarm at least five minutes <br /> before the tank overfills; or <br /> 3. Provide positive shut-off of flow to the tank when the tank is filled to no more than 95 percent of capacity; or, <br /> 4. Provide positive shut-off of flow to the tank so that none of the fittings located on the top of the tank are <br /> exposed to product due to overfilling. <br /> This was corrected on site. <br /> This is a Class II violation. <br /> Overall Inspection Comments: <br /> An inspection checklist was provided to the facility operator on the day of inspection.
