GIEIM <br /> Careen Environmental Management <br /> March 19, 2019 <br /> Mr.William Bir <br /> VP/Environmental Risk Officer, Sr. <br /> 2527 Camino Ramon <br /> San Ramon, CA 94583 <br /> SUBJECT: Work Plan for a Phase II Environmental Site Assessment <br /> A&A Standard Transmission <br /> 1211 South Wilson Way <br /> Stockton, California 95205 <br /> Dear Mr. Bir, <br /> Green Environmental Management (GEN) is pleased to present this work plan for a Phase II <br /> Environmental Site Assessment (ESA) at the above referenced property(the subject property, Figure 1). <br /> Site Description and Background <br /> G M recently conducted a Phase I ESA of the subject property which is composed of one San Joaquin <br /> County tax lot totaling 0.46 acres located within an area of Stockton, California of predominant <br /> commercial land use. The subject property is developed with a one-story metal Quonset building with <br /> concrete block fa4ade, two-story wood frame addition (with wood siding and concrete floor), and covered <br /> work area with concrete floor at western end of Quonset building.The buildings were constructed in 1947 <br /> and total 2,000 square feet.The site is occupied by A&A Standard Transmission for commercial use. <br /> According to information reviewed, the subject property consisted of vacant land from at least 1917 until <br /> at least 1937 when a small building or shed was present on the northeastern corner of the subject <br /> property. This small building/shed was present through at least 1940. In 1947 the currently existing <br /> commercial building was constructed on the subject property and was occupied by an auto parts business <br /> through at least the mid-1980s; the remainder of the subject property was used as an auto wrecking yard <br /> through at least the mid-1980s. Since the mid-1980s the currently existing commercial building has been <br /> occupied by A&A Standard Transmission. <br /> A recognized environmental condition (REC) refers to the presence or likely presence of any hazardous <br /> substances or petroleum products in, on, or at a property: due to release to the environment; under <br /> conditions indicative of a release to the environment; or under conditions that pose a material threat of a <br /> future release to the environment.The following RECs were identified during the Phase I ESA: <br /> • The long-term use of the subject property for an auto parts, auto wrecking yard, and transmission <br /> shop with storage of hazardous materials and generation of hazardous waste has been identified <br /> as a REC. Please note, although an investigation was conducted on the subject property in 2000, <br /> GIEIM noted several concerns with the sampling and analysis program and previously identified <br /> RECs from the 2000 Phase I remain RECs for the subject property. <br /> • A 3-stage oil water separator (OWS) was observed outside the building near its' northwestern <br /> corner.
