G E M Phase II ESA Work Plan <br /> March 19, 2019 <br /> the sanitary sewer. Mr. Schamber noted waste in the OWS was recently removed by Ramos <br /> Environmental. Evidence of chemical staining was not observed around the OWS. Several floor <br /> drains were located within the building, including one reported by Mr. Schamber to be located <br /> beneath the parts washer currently used and another floor drain reported to be located at the <br /> western end of the building in an area being used to store numerous automobile parts. A floor <br /> drain was observed beneath an automobile in the covered work area just west of the building. No <br /> evidence of chemical staining was observed around this drain; however, the area around the drain <br /> and the interior of the drain could not be closely observed due to the presence of the automobile. <br /> Based on the long-term use of the OWS onsite and historic automobile repair activities, GIEIM <br /> considers the OWS to be a REC for the subject property. <br /> Objective and Methodology <br /> The objective of the Phase II ESA is to evaluate current subsurface conditions in select on-site areas. To <br /> meet this objective, soil gas and soil samples will be collected and submitted to a laboratory for chemical <br /> analysis; analytical results will be compared to established screening levels. The results and <br /> recommendations, if any, will be presented in a report. <br /> Scope of Work <br /> To evaluate the current subsurface conditions at select on-site locations, a Phase II ESA will be performed <br /> that will include collecting soil gas and soil samples for chemical analysis. Field sampling locations and <br /> procedures are summarized in the following sections. <br /> Pre-Field Activities <br /> Prior to conducting field activities associated with the proposed assessment, the pre-field tasks described <br /> below will be completed. <br /> Health and Safety <br /> G E M will prepare a site-specific Health and Safety Plan for the scope of work as required by the <br /> Occupational Health and Safety Administration (OSHA) Standard "Hazardous Waste Operations and <br /> Emergency Response" guidelines (29 CFR 1910.120). The document will be reviewed and signed by G E M <br /> personnel and subcontractors performing work at the Site. <br /> Permitting <br /> G E M will prepare a boring permit application with appropriate fee for submittal to San Joaquin County <br /> Environmental Health Department (SJCEHD). G E M will provide at least 48 hours' notice prior to field work <br /> to the SJCEHD inspector. <br /> Field Activities <br /> Utility Clearance <br /> Before conducting subsurface work at the Site, the proposed sampling locations will be cleared for <br /> underground utilities by a private utility locator. Underground Services Alert North (USA North) will be <br /> notified at least 48 hours prior to intrusive field activities. <br /> Page 2 of 4 <br />
