1419 Charter Way
a
Stefano Gas Station
Work Plan Approval,Page 2
the screen is above the groundwater table may reduce the effectiveness of the ozone
remediation system. Submit a work plan for an ozone injection interim remediation
system to EHD by August 18,2003.
3. The work plan proposed utilizing a SVE system to:address the contamination on site in
the vadose zone between 15 feet to 30 feet bsg. The highest level of contaminants in
the soil was identified at about 12 feet bsg from the tank pull samples. Similar
concentrations of contamination were identified at 30 feet bsg based on MW-2 soil
boring samples. CPT-1 boring log indicated a zone of clayey silt to silt with thin lenses
of sandy silt from about-13-feet_bsg to 29 feet bsg;and a sand layer between 29 feet and .
35 feet bsg. `EHD recommends installing two separate SVE wells with screen sections
targeting these zones to maximize the effectiveness of SVE technology. Submit a work
plan for a SVE feasibility test to EHD by August 18,2003.
4. The monitoring wells and/or multi-chambered wells will be installed after obtaining the
new CPT results. EHD requests all the monitoring wells,c-sparge wells;and SVE wells
be installed in the same mobilization. The work plan referenced lead time is required to
obtain necessary permits from the San Joaquin County Air Pollution Control District .
(SJAPCD). EHD requests you begin the permit application process as soon as possible.
Failure to obtain required permits is not a reason to delay implementation of the
proposed work.
5. Implement the CPT phrase of work by August 18,2003.
6. The work plan proposes to evaluate the need for additional geophysical survey and hand
probing to locate"possible"buried sources such as drums based on the 1999 (not 2003
as stated in the work plan) magnetic survey conducted by Ramage. This work is r.
approved but not directed by EHD
REASONS FOR DISAPPROVAL OF A PART OF THE WORKPLAN (H8--S 25299.37,
subd.(c)(3).):
1. EHD does not agree with the use of oxygen releasitag compound(ORC) as remediation
alternative at this time. If you wish'to pursue the use of ORC,please submit to E14D a
Est of all the Local Oversight Program sites within Region 5 that have received closure
as a direct result of using ORC.
DATED July 17,2003 BY—*t'
C: RWQCB, Central Valley Region–James L.L: Barton,?RG
C: Wright Environmental Services,Inc. —Christopher Palmer,RG
f"J
s, .
