rage t ofL
Mike Infurna [EH]
From: Mike Infurna [EH]
Sent: Tuesday, January 27, 2009 2:47 PM
To: 'Eric Price'
Subject: Woolsey
Eric,
I got a chance to check this site out on Geotracker. I rec'd that submittal (SCM for
Low Risk GW Closure Eval) dated Jan 13 today.
I even got a chance to discuss it with Nuel.
We're going to proceed with evaluating the NFAR as soon as you submit a couple
of things. This is just a heads up to get you moving in the same direction we're
thinking. I'll be generating a comment letter asking for the following. You'll be on
the cc.
first: you're gonna need a Soil Vapor Intrusion evaluation. Every LUST/LOP site
pending NFA has to have the ESI eval for vapor intrusion. Get me a work plan to
do the SVI sample collections. Remember, our concern is the public/working folks
in the buildings surrounding that could potentially be exposed to the residual
contam that may be migrating. Put some probes along/near each building, besides
one near MW-3. Thionk conservative, like we regulators do and imagine your small
children playing in those buildings. let's rule out exposure by migrating vapors by
gathering data that supports no vapors going there. I have my fears about the long
time automotive/diesel shop usage this place has had over the years, but I'm
thinking positive here..
second: Nuel wants a professional eval/estimate when you, we, can expect the
residual gw contam to meet surrounding/background levels/ that is, NO
concern...gotta put that big PE on the line now. take an educated guess and see if
you can support the fate and transport with valid data/discussion to being gone in
less than 10 years. Discuss stability, leaching, sorbed, you know, give me
confidence this stuff will attenuate nicely and quickly.
so start processing for a work plan. You should get my letter within a week or 10
days. I'll give you about 30 days from the date of the letter for the WP to be on
GT.
call me if you have any questions.
Michael J. Infurna Jr.
Senior REHS.
