As I <br /> jmentioned, the State Water Resource Control Board has either deemed as <br /> ineligible or as pending certain costs associated with the excavation. <br /> During our conversation, you indicated that you would be willing to write a. <br /> letter which explains why written authorization for further excavations were <br /> • not received from you in advance of the work: On behalf of Holt Bros., we <br /> would greatly appreciate your assistance. <br /> Specifically, the State Board made two comments that need to be addressed. -_ <br /> My preapproval letter asks for lead agency approval before <br /> work commenced: Written agency approval is required. <br /> Justification for additional excavation has not been supplied. <br /> And, justification for excavation beyond the original scope of <br /> the bid has not been submitted. Required information to <br /> support the additional expenditure must be a written <br /> statement from the lead agency supporting the additional <br /> work. This written statement shall identify the basis of the <br /> decision.
