" Due to <br /> the construction and method of using the tank, the Department <br /> of Health Services (DHS) and the Environmental Protection <br /> Agency (EPA) consider the unit to be a single tank consisting <br /> of three interconnected cells. This distinction is irrelevant <br /> to the proposed closure procedures.
