STATE OF CALIFORNIA—HEALTH AND WELFARE AG •
GEORGE DEUKMEJIAN, Gowmor
DEPARTMENT OF HEALTH SERVICES _
TOXIC SUBSTANCES CONTROL DIVISION
REGION 1
4250 POWER INN ROAD
Enclosure 1
SACRAMENTO,CA 95826
(916) 739-3145
Modifications and Compliance Schedule
for
Eldorado Chemical Co. , Inc.
Inground Hazardous Waste Storage Tank
Closure Plan (CP)
Clarification: The Closure Plan (CP) prepared by Falcon
Energy Associates refers to "three inground tanks. " Due to
the construction and method of using the tank, the Department
of Health Services (DHS) and the Environmental Protection
Agency (EPA) consider the unit to be a single tank consisting
of three interconnected cells. This distinction is irrelevant
to the proposed closure procedures. Therefore, for
simplification, and to be consistent with all previous
correspondence, the unit will be referred to as a single tank.
Note: All submittals referred to herein shall, unless
specifically stated otherwise, be submitted as follows:
U.S. EPA, Region IX 1 copy
215 Fremont Street
San Francisco, CA 94105
ATTN: Ms. Jan Palumbo
Department of Health Services 2 copies
4250 Power Inn Road
Sacramento, CA 95826
ATTN: Mr. Donald Shaulis
Central Valley RWQCB 1 copy
3443 Routier Road
Sacramento, CA 95827-3098
ATTN: Mr. Robert Niblack
Note: Compliance with the listed modifications is necessary
to comply with the closure requirements of Code of Federal
Regulations, Title 40 (40 CFR) ) Part 265. The specific
sections of 40 CFR are listed in parentheses at the end of
each modification.
1) Within 30 days of approval of this CP, Eldorado Chemical
Co. , (ECC) shall submit the following information to the
agencies referenced above. DHS must approve and accept
the information as complete before closure activities
start.
A) ECC shall submit a health and safety plan to cover
all aspects of the closure operations. (265. 112)
