Drawer 34837 �• <br /> San Antonio, Texas 78265-4837 <br /> Dear Mr. Fredrickson: -�SfC3 <br /> CLOSURE PLAN COMPLETENESS DETERMINATION LETTER: INGROUND WASTE <br /> STORAGE TANK, ELDORADO CHEMICAL CO. , STOCKTON FACILITY, SAN <br /> JOAQUIN COUNTY, EPA I.D. # CAD 089681068 <br /> The Department of Health Services (DHS) , Toxic Substances Control <br /> Division has completed the review of the Closure Plan (CP) for <br /> the inground hazardous waste storage tank at your facility <br /> located within the Stanley Moore Industrial Complex in Stockton. <br /> Eldorado Chemical Co. has previously notified DHS that the last <br /> date that waste was received in the tank was May 5, 1987 . On the <br /> afternoon of May 5, 1987 the supply line to the tank was <br /> disconnected and the tank was emptied, cleaned, and taken out of <br /> service. <br /> The first CP submitted by Eldorado Chemical Co. (ECC) was prepared <br /> by J. H. Kleinfelder and Associates. This CP was received by DHS <br /> on July 15, 1986. After reviewing this CP, DHS issued a Notice <br /> of Deficiency (NOD) which incorporated comments from the Central <br /> Valley Regional Water Quality Control Board (CVRWQCB) . ECC <br /> responded to this NOD with a document prepared by Universal <br /> Engineering, Inc. This document was received by DHS on September <br /> 24, 1987 . Subsequent revisions received by DHS were dated May <br /> 11, 1988 , and July 22, 1988 . The latest revision to the CP, <br /> prepared by Falcon Energy Associates, is dated April 26, 1989 . <br /> DHS has determined that the April 26, 1989 revision does not <br /> address all issues needed to insure proper closure of this unit. <br /> Therefore, the enclosed modifications (Attachment I) are being <br /> added to the requirements included in your April 26, 1989 , <br /> submittal. <br /> The draft CP, which will be subject to public review and comment, <br /> shall consist of the April 26, 1989, revision and the <br /> modifications included herein. <br /> This draft CP takes into account all of the regulatory and <br /> technical requirements needed to insure protection of human <br /> health and the environment during and after the closure <br />
