RE-MANUFACTURING -4- 28 February 1991 <br /> CLOSURE PLAN <br /> equivalent protection against water quality impairment. The proposed plan must <br /> provide protection equivalent to a class I SI closure. It also states that an <br /> engineered alternative may be used if a construction or prescriptive standard is <br /> not feasible and no other actions are feasible. <br /> 5. The Designated Level Methodology should be completed in addition to the model to <br /> determine the potential impact on water quality due to contaminants left in place. <br /> If a DI extract is used to determine mobility, the closure plan must address how <br /> acidic fluids will not come in contact with the closed waste for as long as the <br /> waste poses a threat to waters of the state. Otherwise, the citrate WET should <br /> be used. <br /> 6. Kleinfelder proposes to backfill the SI with on-site soils. However, it is <br /> suspected that soils on-site may contain elevated levels of lead. Soils used for <br /> closure of the SI should be tested to show they are not contaminated. <br />
