Re-Manufacturing, Ltd. -2- 10 January 1992
Inspection Report
the bottom of the stockpile, the loader accidently scraped up some of the
remaining clay with the gravel . He said they would hand pick out the clumps of
clay. Mr. Moore's worker stated that Anderson & Associates had been on site
about twenty minutes before I arrived. They reportedly dug several holes in the
gravel and confirmed that it was greater than six inches thick. When I arrived
on site, Mr. Moore's workers were evening out the gravel with shovels. Since the
last inspection on 12 November 1991, rip rap was placed along the toe of the cap,
adjacent to the slough. I noticed some the clay was exposed through the rip rap
at the east end of the cap. I mentioned this to Mr. Moore. The gravel did not
extend all the way to the rip rap. I noted some small cracks in the exposed
clay. Mr. Moore suggested that once the top layer of filter fabric and top soil
had been placed, he would like to extend the rip rap farther up the slope of the
cap to meet the drainage layer.
When I left the site, Mr. Moore's workers were digging a trench to divert storm
water around the landfill and into Mormon Slough. Rain was expected that evening
and the following day.
INSPECTION SUMMARY:
The clay cap was exposed for over a month before the placement of the filter
fabric and gravel layer. Board staff was not able to confirm the condition of
the cap prior to the placement of road base material or drainage layer. I don't
know if the consultant saw the condition of the clay cap either. Field
permeability testing must still be performed.
!4 y .
JEAN McCUE
Water Resource Control Engineer
JEM:jm
