Moore <br /> INSPECTION DATE: 17 and 31 October 1991 <br /> INSPECTED BY: Jean McCue <br /> ACCOMPANIED BY: --- <br /> 17 October 1991 <br /> OBSERVATIONS AND COMMENTS: <br /> The purpose of this inspection was to collect confirmation samples from the bottom of <br /> the surface impoundment excavation. Nora Kataoka, from Water Work Corp. , collected <br /> samples for Re-Manufacturing on 3 October 1991 (see Re-Manufacturing's 15 October 1991 <br /> report) . Styrene was detected in sample number RMCSS8 at a concentration of 170 µg/kg. <br /> The sample was collected in the northwest corner of the excavation. Following the <br /> 3 October 1991 sampling event, Mr. Moore removed an additional 3 feet of soil , roughly, <br /> and stockpiled it adjacent to the impoundment. The sample location of RMCSS8 had been <br /> surveyed and marked with a stake. <br /> During the 17 October 1991 inspection, I collected two additional samples from the same <br /> area as RMCSS8 to either confirm or deny the presence of styrene. Each sample was <br /> collected by removing the top 6 to 8 inches of soil with a hand shovel and then driving <br /> a 3-inch brass tube into the soil . The tubes were capped, labeled, and placed in an <br /> iced cooler. Eureka Lab analyzed the samples for purgeable aromatics, using EPA Method <br /> 8020. The lab did not report the results for styrene. Our chemist, May Hoe, contacted <br /> Eureka Lab on 5 November 1991 and had them check the chromatograph for the samples. <br /> They reported that there were no styrene peaks. <br /> 31 October 1991 <br /> OBSERVATION AND COMMENTS: <br /> I returned to the site to inspect the progress of the TPCA impoundment closure and to <br /> post a public notice for the 22 November 1991 Board meeting. I met Stanley Moore at <br /> the site and he accompanied me on the inspection. Mr. Moore stated that recent rains <br /> had brought a lot of water through the site and Mormon Slough. There was evidence of <br /> a high water mark in the slough that was roughly half way up the bank. There is a <br /> storm drain leading from Charter Way, through the site, to the slough. In the past, <br /> heavy equipment had broken a hole in the top of the concrete pipe near the impoundment. <br /> Mr. Moore stated that water was spraying out of the broken pipe during the storm and <br /> washing away the surrounding soil . Therefore, the pipe had been repaired since the <br /> storm. <br />
