A review of the monitoring history shows
that shallow monitoring wells MW-3 and MW-4 are redundant in the monitoring network and
may, therefore, be destroyed. California Regional Water Quality Control Board, Central Valley
Region (Central Valley Water Board) staff proposed in its 21 December 2012 letter that
OxyChem may also destroy selected intermediate depth wells due to their location outside the
footprint of the polluted shallow groundwater.
Central Valley Water Board staff have reviewed 11 February 2013 Work Plan for Destruction of
Monitoring Wells MW-3, MW-4, and MW-19 (Work Plan) prepared on behalf of Glenn Springs
Holdings, Inc. (OxyChem) by The Source Group. The Work Plan proposes to destroy the two
shallow and one intermediate zone wells by overdrilling the materials to the well casing depth,
and pressure grouting to near-surface grade.
Central Valley Water Board staff conditionally concur with the Work Plan provided that the grout
fill extends to between 4 and 5 feet below grade, with earth fill to surrounding grade. This
allows future earth work activity to occur at the site while minimizing the potential to disturb the
grout seal. The work shall comply with all San Joaquin County Environmental Health
requirements.
OxyChem may proceed to obtain the necessary San Joaquin County permits and conduct the
well destructions as soon as is reasonably possible. As proposed, Oxychem needs to provide a
letter report des ribing the actions, which is due by 19 April 2013.
