R5-2008-0149, <br /> OXYCHEM-STOCKTON, 1904 CHARTER WAY, SAN JOAQUIN COUNTY <br /> On 11 April 2011, the Executive Officer of the Regional Water Quality Control Board, Central <br /> Valley Region (Central Valley Water Board) issued a Notice of Applicability under Order <br /> No. R5-2008-0149, In-Situ Groundwater Remediation at Sites with Volatile Organic <br /> Compounds, Nitrogen Compounds, Perchlorate, Pesticides, Semi-Volatile Compounds, <br /> Hexavalent Chromium and/or Petroleum Hydrocarbons to Glenn Springs Holding Company for <br /> its Oxychem Stockton facility. In the Notice of Applicability, the project was assigned site- <br /> specific Order No. R5-2008-0149-027. Remediation conducted under this project began with <br /> injection of HRC@ Primer and 3DME between 18 April and 27 April 2011. Post injection <br /> monitoring was conducted through the third quarter 2012. In a 30 January 2013 letter, your <br /> consultant, Mr. Matthew Sutton of The Source Group, requested termination of enrollment in the <br /> Order stating that no further injections are planned. <br /> Central Valley Water Board staff reviewed the remediation data provided in the 2012 Annual <br /> Groundwater and Enhanced In-Situ Bioremediation Monitoring and Sampling Report dated <br /> 22 January 2013, prepared by The Source Group. The data show that the biological activity <br /> induced by the injections have subsided and most geochemical parameters have returned to <br /> background conditions. The remaining geochemical parameters are trending downward and <br /> are expected to meet background concentrations by June 2013. Therefore, Central Valley <br /> Water Board staff concur that Glenn Springs Holding Company's enrollment may be terminated. <br /> General Order No. R5-2008-0149-027 is hereby terminated as of the date of this letter.
