Third Ave. <br /> Oakdale, CA 95361 <br /> Attn: Woodie Woodruff <br /> NOTICE OF VIOLATION, FAILURE TO SUBMIT ANNUAL REPORT FOR THE STATE <br /> GENERAL PERMIT FOR TIIE DISCHARGE OF STORM WATER ASSOCIATED WITH <br /> INDUSTRIAL ACTIVITIES, (WDID# 5B50S005019) <br /> On 6 March 1998, Joseph Henao and Mark Elliott from our office visited with you with the intent of <br /> gathering information on the status of your facility 1996-97 Annual Report, and its efforts to comply with <br /> the terms of the General Permit. As we discussed, our office did not receive from the City of Oakdale the <br /> 1996-97 Annual Report relative to the Oakdale Municipal Airport, which was due last July 1st. <br /> The General Permit contains three major elements to be implemented to maintain compliance with the <br /> Permit. These are the development of a SWPPP; quarterly visual observations of storm water runoff and <br /> any non-storm water discharges; and collection of samples of site runoff during the first hour of two <br /> rainfall events during the wet season(October 1-May 31). The results of the latter two requirements are <br /> to be included in your facility's Annual Report which is to be submitted to this office by July 1 st. of each <br /> year.. <br /> Please submit to this office by 1 April 1998 a copy of your facility SWPPP and to the extent possible <br /> any information you have towards the completion of your 1996-97 Annual Report. The City is currently <br /> in violation of the General Permit and are subject to enforcement action. Please note that the first <br /> sampling event of storm water leaving your facility should have already been collected and analyzed for <br /> neat year's report.
