The CPT Report presents the results of completing three cone penetrometer testing(CPT) <br /> borings, and collecting nine groundwater grab samples to define the lateral and vertical extent of groundwater <br /> contamination relating to the former underground storage tanks at the Geweke site. <br /> For the reasons presented below, we find that the CPT Report is incomplete. Please provide an addendum to the <br /> CPT report to respond to the following staff comments: <br /> 1. On 19 December 2001, the San Joaquin County Environmental Health Department(County)inspector <br /> reported that strong hydrocarbon odor was identified from soils in CPT-2 when the drilling contractor <br /> was completing utility clearance with a hand auger. The CPT Report did not provide any <br /> acknowledgement of encountering contaminated soils. Previous site work identified soil contamination <br /> starting at 15 feet in this area, and all shallow soil contamination must be properly characterized. Please <br /> provide a discussion of the soil contamination encountered at CPT-2 in the CPT Report Addendum <br /> including any soil samples collected for analysis, or any photo ionization detector readings measured. <br /> 2. Total petroleum hydrocarbons as gasoline(TPHg)were identified in eight of the nine groundwater grab <br /> samples ranging in concentration from 60 micrograms per liter(µg/1)to 500 µg/1, and ranging in depth <br /> from 72 to 134 feet. A discussion of this TPHg contamination with depth was not presented, and a <br /> proposal to verify the groundwater contamination identified during the CPT investigation or to install <br /> deeper monitoring wells was not included with the CPT Report. With this work.the vertical extent of <br /> groundwater contamination remains undefined Please provide a discussion of the groundwater <br /> contamination identified during this CPT investigation(for example,how does the contamination <br /> identified fit into the conceptual model for this site), and provide a proposal to verify groundwater <br /> contamination identified during the CPT investigation. <br /> 3.
