Stockton Steel <br /> Spill Prevention, Control and Countermeasure (SPCC) Plan <br /> (with Hazardous Waste Contingency Plan) <br /> 1.0 PURPOSE: <br /> The EPA requires owners or operators of facilities with oil storage capacity greater than 1,320 <br /> gallons to prepare and implement a Spill Prevention, Control, and Countermeasure (SPCC) <br /> Plan that will prevent and control oil spills due to human operational error or equipment failure <br /> (40 CFR 112). In addition,the California DTSC requires a Hazardous Waste Contingency <br /> Plan for used oil (22 CCR 66279.21). This plan fulfills both requirements for this facility. <br /> 2.0 SCOPE: <br /> This plan covers all buildings and all grounds of the Stockton Steel manufacturing facility <br /> located at 3003 East Hammer Lane in Stockton, California.
