3. Spill Prevention and Containment
a. Aboveground Storage Tanks
i. Source 1 (600 -gallon used oil storage tank):. UL listed double wall steel tank. Secondary
storage capacity exceeds capacity of primary container and can be manually monitored through
visual inspection of the secondary compartment. Leak detection is provided through interstitial
layer leak monitoring. Tank is filled by service technicians who pump used oil from transfer
stations through a system of overhead pipelines; transfer quantities do not exceed 2-3 gallons.
Any tank overfill would be immediately known to the technician who would cease any further
transfer and immediately notify his supervisor. Tank is equipped with monitoring system that
sounds an audible alarm upon release of product from the primary tank into the secondary
container. To prevent overfill, tank has electronic overfill alarm that sounds when tank reaches
95% of capacity. This alarm would notify the person filling the tank to immediately cease this
activity.
ii. Source 2 (500 -gallon new oil storage tank): UL listed double wall steel tank. Secondary
storage capacity exceeds capacity of primary container and can be manually monitored through
visual inspection of the secondary compartment. Overflow prevention is limited to manual
observation of ball float measurement. Leak detection is limited to interstitial layer leak
monitoring. The tank is filled by an oil supplier who pumps new oil into the tank through a
hose/pump dispensing system.
