The following is an itemized list of hazardous waste violations that have not been <br /> addressed for TRACY TOYOTA as of October26, 2018. <br /> Open violations from August 28, 2018 inspection <br /> Violation#503 -Hazardous waste tank assessment is incomplete. <br /> The hazardous waste tank assessment for the 600 gallon used oil tank, 500 gallon used oil tank and the 120 gallon <br /> used antifreeze tank is incomplete. A preliminary tank assessment was completed June 18, 2018. The hazardous <br /> waste tank assessment shall include all of the following information: <br /> 1. tank configuration (i.e., horizontal, vertical), material of construction, and gross capacity (in gallons); <br /> 2. design standard(s), if available, according to which the tank and ancillary equipment were or will be <br /> constructed and all of the following information: <br /> A. material of construction; <br /> B. material thickness and the method used to determine the thickness; <br /> C. description of tank system piping (material, diameter); <br /> D. description of any internal and external pumps; and <br /> E. sketch or drawing of tank including dimensions. <br /> 3. documented age of the tank system (if tank was previously used), if available, (otherwise, an estimate of the <br /> age); <br /> 4. description and evaluation of any leak detection equipment; <br /> 5. description and evaluation of any corrosion protection equipment, devices, or material; <br /> 6. description and evaluation of any spill prevention or overfill equipment; <br /> 7. description and evaluation of secondary containment for the tank system including applicable secondary <br /> containment for ancillary equipment as required in subsection 66265.193(f); <br /> 8. hazardous characteristics of the wastes that have been or will be handled. <br /> Immediately amend the tank system assessment to include all required information and submit a final copy of the <br /> tank assessment to the EHD. <br /> Violation #507 -Failed to conduct daily inspections of hazardous waste tank system and maintain records <br /> onsite. <br /> Daily inspections of the discharge systems, monitoring equipment, and tank levels were not performed. <br /> Immediately begin to conduct daily inspections of the discharge systems, monitoring equipment, and tank levels for <br /> all tanks containing hazardous waste. <br /> Violation #605 -Failed to completely label containers or portable tanks of hazardous waste. <br /> -One blue metal 55 gallon drum of oily solids was observed on the south side of the shop without an accumulation <br /> start date on the label. <br /> -One blue metal 55 gallon drum of oily solids was observed on the north side of the shop with an accumulation start <br /> date of November 3, 2016. <br /> All hazardous waste containers shall be marked with the following information: <br /> -the words"Hazardous Waste" <br /> - name and address of generator <br /> - hazardous properties <br /> - physical state <br /> -composition (contents) <br /> -accumulation start date <br /> Immediately label these containers and ensure that all hazardous waste containers are marked with all the required <br /> information. <br /> Violation#608 - Failed to properly manage used oil and fuel filters. <br /> -One black metal 55 gallon drum of metal filters was observed on the south side of the shop without an <br /> accumulation start date. <br /> -One blue metal 55 gallon drum of metal filters was observed in the shop tank storage room without an <br /> accumulation start date. <br /> Used oil filters shall be drained of free-flowing oil, stored in a closed, rainproof container, labeled as"drained used <br /> oil filters," and marked with an accumulation start date. Immediately mark the accumulation start date and ensure <br /> that all used oil filters are managed in this way. <br /> Page 2 of 2 <br />
