SAN J O A Q U I N Environmental Health Department <br /> COUNTY <br /> Large Quantity Hazardous Waste Generator Inspection Report <br /> Facility Name: Facility Address: Date: <br /> TRACY TOYOTA 2895 N NAGLEE RD, TRACY August 28, 2018 <br /> SUMMARY OF VIOLATIONS <br /> (CLASS I,CLASS II,or MINOR-Notice to Comply) <br /> Item# Remarks <br /> 301 CCR 66265.31 Facility not maintained to minimize the release of a hazardous waste. <br /> -Two metal filters were observed on the ground next to a blue metal 55 gallon drum of oily solids on the south side <br /> of the shop. <br /> -The brake lathe machine collection basin was full of brake lathe shavings and brake lathe shavings were observed <br /> on the floor around the machine. <br /> Facilities shall be maintained and operated to minimize the possibility of a fire,explosion, or release of hazardous <br /> waste to air, soil, or surface water which could threaten human health or the environment. Immediately clean up the <br /> metal filters and brake lathe shavings and manage according to Title 22 hazardous waste regulations. Submit a <br /> statement and supporting documentation explaining how this waste was managed. <br /> This is a minor violation. <br /> 503 CCR 66265.192(k)Hazardous waste tank assessment is incomplete. <br /> The hazardous waste tank assessment for the 600 gallon used oil tank, 500 gallon used oil tank and the 120 gallon <br /> used antifreeze tank is incomplete. A preliminary tank assessment was completed June 18, 2018. The hazardous <br /> waste tank assessment shall include all of the following information: <br /> 1.tank configuration(i.e., horizontal, vertical), material of construction, and gross capacity(in gallons),- <br /> 2. <br /> allons);2.design standard(s), if available,according to which the tank and ancillary equipment were or will be <br /> constructed and all of the following information: <br /> A. material of construction; <br /> B. material thickness and the method used to determine the thickness; <br /> C.description of tank system piping(material, diameter); <br /> D. description of any internal and external pumps; and <br /> E. sketch or drawing of tank including dimensions. <br /> 3.documented age of the tank system(if tank was previously used), if available, (otherwise, an estimate of the <br /> age); <br /> 4.description and evaluation of any leak detection equipment; <br /> 5.description and evaluation of any corrosion protection equipment, devices, or material; <br /> 6.description and evaluation of any spill prevention or overfill equipment; <br /> 7.description and evaluation of secondary containment for the tank system including applicable secondary <br /> containment for ancillary equipment as required in subsection 66265.193(0; <br /> 8. hazardous characteristics of the wastes that have been or will be handled. <br /> Immediately amend the tank system assessment to include all required information and submit a final copy of the <br /> tank assessment to the EHD. <br /> This is a Class II violation. <br /> 507 CCR 66265.195 Failed to conduct daily inspections of hazardous waste tank system and maintain records onsite. <br /> Daily inspections of the discharge systems, monitoring equipment, and tank levels were not performed. <br /> Immediately begin to conduct daily inspections of the discharge systems, monitoring equipment, and tank levels for <br /> all tanks containing hazardous waste. <br /> This is a Class II violation. <br /> FA0013604 PR0517823 SCO01 08/28/2018 <br /> EHD 22-02 Rev.10/31/2017 Page 5 of 7 Large Quantity Hazardous Waste Generator OIR <br /> 1868 E.
