(Stratus) has prepared this letter, on behalf of Atlantic <br /> Richfield Company (ARCO - a BP Affiliated Company), to request cancellation of San <br /> Joaquin Valley Air Pollution Control District (SJVAPCD) permit to operate (PTO, <br /> numbers N-5026-1-0 and N-5026-2-0) for two 200 cubic feet per minute (c$n) soil vapor <br /> extraction(SVE) systems (serial numbers 9230 and 9321), operated at ARCO Station No. <br /> 6100, located at 25775 South Patterson Pass Road, Tracy, California (see Figure 1). The <br /> SVE system with serial number 9321 has been non-operational since October 29, 2004, <br /> due to a heating element malfunction. The SVE system with serial number 9230 has <br /> been non-operational since November 3, 2004. <br /> Both the SVE systems, manufactured by King, Buck/Hasstech (Model MMC-6AE), <br /> consist of a 7.5 horsepower (hp) blower and an electric catalytic oxidizer with a <br /> 20-kilowatt (kw) pre-heater. The SVE systems were constructed, installed, and began <br /> operation during March 2004, in accordance with requirements identified in the <br /> SJVAPCD authority to construct (dated December 23, 2003). Subsequent to the start-up <br /> of the SVE systems and submission of a source test report, SJVPACD issued the PTO <br /> (dated August 16, 2004). <br /> Since the system start-up, the SVE system with serial number 9321 has operated for <br /> approximately 4,359 hours and has extracted petroleum hydrocarbon laden soil vapors <br /> from wells VW-1, VW-14, MW-3, and MW-7 using the 7.5 hp rated blower of the SVE <br /> system. Due to a heating element malfunction, the SVE system was shutdown on <br /> October 29, 2004.
