CHEROKEE LANE, LODI, <br /> SAN JOAQUIN COUNTY(REGIONAL BOARD CASE#390330) <br /> 1 reviewed the Quarterly Groundwater Monitoring Report Fourth Quarter 2008 (4Q2008 Report), and <br /> the No Further Action Request Report (NFAR Report), received 12 March 2009 and 26 March 2009, <br /> respectively from your consultant Stantec Consulting Corporation. The 4Q2008 Report provides the <br /> results of the 9 October 2008 groundwater monitoring event. The 4Q2008 Report states the maximum <br /> groundwater concentrations were: Total Petroleum Hydrocarbons as gasoline (TPHg), 300 micrograms <br /> per Liter (ug/L); xylenes, 3.3 ug/L; methyl tert-butyl ether (MtBE), 11 ug/L; and 1,2-dichloroethane <br /> (1,2-DCA), 1.1 ug/L. <br /> The NFAR Report provides the rationale for granting a low risk closure: <br /> • Soil gas results did not exceed Region 2 Residential Environment Screening Levels. <br /> • The groundwater plume is defined vertically and laterally, and is stable with declining petroleum <br /> hydrocarbons concentrations. <br /> • The nearest public supply well is 812 feet to the east. <br /> • Low levels of residual contaminant mass remain in soil and groundwater. <br /> • Commercial land use (used car lot and smog repair shop) is not expected to change in the <br /> foreseeable future. <br /> Comments: <br /> 1. Effective immediately, the quarterly groundwater monitoring and reporting are suspended. <br /> 2. You are to submit a workplan for monitoring, soil gas, and remediation wells abandonment. <br /> 3. You are to submit a property parcel map depicting your site, the extent of your identified <br /> petroleum hydrocarbons plume, and all parcels located within 200 feet of your site and/or your <br /> defined hydrocarbon plume. For each parcel, located within 200 feet of your site and your <br /> defined hydrocarbon plume, you are to provide the parcel number, the name of the owner for <br /> each parcel, and a mailing address for each owner and tenant (if applicable). <br /> 4. You are to submit a public notification document (Fact Sheet) for our review. The Fact Sheet <br /> should contain a very brief site history, discussing investigative and remedial activities <br /> conducted at the site, current site conditions, and your findings that the residual constituents <br /> mass remaining in soil and groundwater beneath your site does not pose a threat the human <br /> health or waters of the state. The Fact sheet must also state your intent to obtain site closure <br /> from the Regional Board, and include a method by which any interested individuals may obtain <br /> California Environmental Protection Agency <br /> �a Recycled Paper <br />
