Former ARCO #760 - 2 - 29 May 2009
225 S. Cherokee Ave; Lodi •
3. The use of the Regional Water Board letter header in the Fact Sheet is inappropriate, since
ARCO is the Responsible Party requesting comments for closure, not the Regional Water
Board. Moreover, my 2 April 2009 letter did not request nor authorize the use of this header in
the Fact Sheet., but just stated that I would be the single point of contact for the comments.
Remove the Regional Water Board's letter header from the Fact Sheet.
4. Add the calendar due date for comments to the Fact Sheet.
5. The Fact Sheet currently states "Low levels of residual petroleum hydrocarbon mass remain in
soil and will naturally attenuate over time... No public health risk has been identified and no
drinking water supplies have been affected by releases at the Site."" Revise the sentence(s)
discussing risks to include "...residual constituents mass remaining in soil and groundwater
beneath your site does not pose a threat the human health or waters of the state." per my
2 April 2009 letter.
6. Change the link on the Fact Sheet to the current GeoTracker web address for this case:
https://geotracker.waterboards.ca.gov/profile report.asp?qlobal id=T0607700245.
7. Send a copy of the Fact Sheet to each parcel address (addresses within 200' of the site) if the
owners address is different from the parcel address, addressed to Occupant if the tenant is
unknown.
8. With the above changes, the Fact Sheet is approved for mailing. Adjust the text for the final
date for written comments to 45 days plus 3 days for mailing (e.g., if mailed on 1 June, Fact
Sheet states that written comments are due 18 July).
9. Mail the final copy of the Fact Sheet to me. Once we receive the requested information, we will
continue our review for closure for your site
If you have any questions, please call me at (916) 464-4615 or contact me by email at
jbarton@waterboards.ca.gov.
aures L. L. Barton, P.G.
Engineering Geologist
cc: . Ms. Margaret Lagorio, San Joaquin County Environmental Health Department, Stockton
Mr. Roger Clark, Stantec Consulting Corporation, 3017 Kilgore Road, Suite 100,
Rancho Cordova 95670
