(GZA) on behalf of D&D Properties, LLC (D&D) <br /> for the former Tiger Lines Truck Yard on South Cherokee Lane in Lodi (Site). <br /> The Report describes the soil removal action at the Site. The removal action was <br /> conducted in two phases at the locations of the former above ground tank (AGT) <br /> containment area and the former pump island area. Phase 1 was the AGT area removal <br /> action, which was conducted between 18 and 25 November 2009. About 1,500 cubic yards <br /> (yd3) of clean overburden to depths of about five to seven feet were removed and <br /> stockpiled. Then about 3,800 yd of contaminated soil were excavated and stockpiled on <br /> site and covered with plastic sheeting. The excavation ranged in depth from 15 to 38 feet <br /> below ground surface (bgs) and encountered total petroleum hydrocarbons as diesel <br /> (TPHd) at concentrations up to 17,000 milligrams per kilogram (mg/kg) as deep as 23 feet <br /> bgs. Central Valley Water Board staff conducted a site visit on 6 December 2009. Between <br /> 18 November 2009 and 14 January 2010, about 2,400 yd3 of the contaminated soil were <br /> hauled off to Forward Landfill in Manteca for disposal. The offsite hauling was temporarily <br /> halted due to a storm water discharge notice of violation issued by City of Lodi on <br /> 7 December and may resume during dry weather. <br /> Phase 2 included excavating the former pump island area between 4 and 18 January 2010. <br /> Clean overburden was encountered to about seven feet bgs which was removed and <br /> stockpiled on site. Maximum TPHd concentration encountered was 1,000 mg/kg at 17 feet <br /> bgs. Confirmation samples collected from depths ranging from 20 to 28 feet bgs on <br /> 14 January were non-detect (ND). About 5,000 yd of contaminated soil were removed, <br /> stockpiled on site and covered with plastic sheeting. Three of 11 4-point composited <br /> samples taken to profile the stockpile contained minor concentrations of TPHd and lead. <br /> D&D calculated that the TPHd concentrations were below designated waste levels using the <br /> Designated Level Methodology. The clean overburden was used to backfill the lower <br /> portions of the excavations to address side-wall stability issues.
