D&D Properties LLC -2 - 19 April 2010
Former Tiger Lines Truck Yard • •
visited the site on 28 January 2010 and observed field conditions to be consistent with the
descriptions in the Report.
Based on confirmation sampling results, D&D concludes that no further investigation is
warranted since previous investigations have shown that groundwater beneath the site is
not polluted by fuel hydrocarbons. The Report states that about 6,400 yd3 of contaminated
soil remain stockpiled on site. We understand through conversations with GZA that you
may be evaluating options for disposal of this stockpile, including on-site landfarming or
hauling offsite.
Our comments are presented below.
1. We concur that the confirmation sampling and groundwater results show that no further
investigation is warranted. However, as I stated to GZA during my site visits, if
necessary, the backfilling operation should be conducted under the supervision of the
City of Lodi's Public Works Department to ensure compliance with minimum
compaction standards. By 28 June 2010, please submit a Final Report describing the
results of the cleanup.
2. D&D may request no further action (NFA) for site closure in the Final Report. Upon
concurrence with the Final Report and NFA request, Central Valley Water Board staff
will prepare a memo recommending site closure and will request that GZA prepare a
fact sheet for distribution to neighboring properties for public comment on the NFA
request. If no comments are received after a 30-day period, a letter confirming site
closure will be sent to you.
If you have any questions regarding this letter, you may contact me at (916) 464-4811 or
by email at betaylor@waterboards.ca.gov.
BRIAN E.
