4.0 GENERAL REQUIREMENTS FOR SPCC PLANS <br /> 4.1 Facility Description—U12.7(a)(3) <br /> The YRC#813 Terminal performs tractor truck vehicle inspections, maintenance, servicing, and cleaning <br /> as well as freight handling, temporary storage, and shipment from a freight dock. Terminal structures <br /> consist of an office,a maintenance shop,truck wash,bulk fuel tank farm,a freight dock,and a guardhouse. <br /> The Terminal was constructed in 1991 and operates 24 hours per day, 7 days a week. The site is comprised <br /> of 76-acres. The location of the facility and map of the facility is presented in Figure 1. <br /> The Tracy terminal is located approximately 3 miles northeast of downtown Tracy. The terminal is just <br /> south of I-205, approximately three miles west of I-5, east of MacArthur Ave. and north of Grant Line <br /> Road. The terminal is also approximately one mile west of the City of Banta. <br /> Oil storage and usage areas at the Terminal include the following: <br /> • Bulk Fuel Tank Farm <br /> • Fueling&Vehicle Inspection Building <br /> • Maintenance Shop <br /> • Emergency Generators <br /> • Truck Wash <br /> • Tire storage <br /> • Office <br /> • Compressor room <br /> • Freight dock <br /> The Terminal has five fiberglass reinforced plastic (FRP)underground storage tanks (USTs). One 10,000- <br /> gallon motor oil tank, one 6,000-gallon gear oil tank, and one 6,000-gallon used oil tank. There are also <br /> underground recovery tanks associated with the oil-water separators, including one 4,000-gallon oil <br /> recovery tank and one 1,000-gallon oil recovery tank. The location of these tanks is shown in Figures 4 <br /> and 5. These tanks are registered with the California Environmental Protection Agency(CEPA)and are in <br /> compliance with CEPA regulations. Since the tanks are registered, the tanks, piping, and associated <br /> activities are exempt from SPCC regulation;however,spill response procedures described in this Plan will <br /> be followed when responding to aboveground spills from the USTs. <br /> In addition,there is a utility owned transformer on the site and a 6,000-gallon underground antifreeze tank <br /> that is not included in this Plan. <br /> Facility Diagram <br /> Figures 1 through 5 show all tanks,containment vessels,loading/unloading stations,piping,and other major <br /> facilities. The SPCC preamble allows facilities to mark the contents on a separate sheet or log. Table 1 <br /> provides a list of storage tank locations, conditions, contents, and other pertinent information. <br /> 4.2 Tank Schedule—4112.7(a)(3)(i) <br /> Table 1 contains oil storage container information including capacity,material stored,type of oil, and other <br /> pertinent information. <br /> 4.3 Procedures—U 12.7(a)(3)(ii) <br /> Employees are trained on oil handling procedures, such as loading, unloading and transfers, on a regular <br /> basis. <br /> 15 <br />
