Spill Prevention Devices: During the filling of the tank, the vendor servicing the elevator will visually <br /> monitor the level of oil in the tank to prevent overfilling <br /> Spill Flow Pattern: Spills would be contained and cleaned up inside the building structure. <br /> Freight Dock <br /> Secondary Containment Type and Capacity: Secondary containment for overpack drums is provided by <br /> the physical structure of the concrete dock and the concrete parking lot surrounding the dock. <br /> The facility is operated 24 hours per day and a spill, leak or rupture would be immediately apparent to <br /> personnel. <br /> Secondary Containment Drainage: Secondary containment provided by the dock is protected from rainfall. <br /> Spill Prevention Devices: Drums would be used to contain spilled debris or are not filled on site. If drums <br /> are filled,they will be visually monitored to prevent overfill. <br /> Spill Flow Pattern: Spills would be contained and cleaned inside the building structure. <br /> 5.1.1 Countermeasures—§112.7(a)(3)(iv) <br /> Facility personnel who perform operations and maintenance duties at the Terminal are trained and familiar <br /> with the SPCC Plan and spill response procedures. During a spill,their first action is to stop the source of <br /> the spill by turning off leaking equipment or closing a valve if it can be done safely. Then Terminal <br /> personnel immediately notify the Equipment Service Center Manager. <br /> The Terminal has one primary spill control equipment supply area which is used to store equipment to <br /> contain spills. The spill supply area is located in the vehicle fueling and inspection area. The spill supply <br /> area contains absorbent pads, booms, oil dry, and other basic spill response equipment. The Emergency <br /> Coordinator(EC) is responsible for assuring that adequate equipment is available to contain and clean-up <br /> spills at the Terminal. If outside assistance is needed to help contain and clean up a spill,the EC can contact <br /> and obtain the services of spill response contractors as necessary. <br /> To preclude the build-up of more than the stated capacity of each oil/water separator, the separators are <br /> inspected regularly by facility personnel as described in Section 11.0. After cleaning, water levels in the <br /> separators are returned to the bottom of the exit flow pipe to preclude initial oil amounts from bypassing <br /> the separators. The separators are engineered to prevent the discharge of oil at the Terminal. <br /> 5.1.2 Disposal—§112.7(a)(3)(v) <br /> Spilled oil shall be cleaned up as required by appropriate regulations. Spilled oil and cleanup materials will <br /> be disposed in accordance with local, state and federal regulations. The Equipment Service Center <br /> Manager, in consultation with KCGO Environmental Services, will be responsible for arranging for the <br /> proper disposal of spill cleanup materials. <br /> All used oil recovery tanks and the oil/water separators are pumped out by a licensed industrial waste <br /> processor and the waste oil sludge is disposed of in accordance with local, state and federal regulations, as <br /> necessary. <br /> 22 <br />
