11.0 INSPECTIONS, TESTS, AND RECORDS — §112.7(e) <br /> The facility uses a preventive maintenance program to conduct routine facility inspections, prevent and <br /> detect system malfunctions, equipment deterioration, and operator errors. Appropriate inspections are part <br /> of the preventive maintenance program that is used at the Terminal. The following regular inspections are <br /> conducted to identify and correct problems before spills occur: <br /> • Containment,tanks,piping,pumps,valves and other storage and handling equipment are observed <br /> daily by facility personnel. <br /> • Secondary containment,tanks,piping,pumps,valves and other oil storage and handling equipment <br /> are inspected. These inspections are documented. Documents are maintained in the Equipment <br /> Service Center Manager files. <br /> • The secondary containment areas that collect rainwater are inspected after rainfall events to <br /> determine if accumulated liquids are contaminated or can be released. These inspections are <br /> documented. Documents are maintained at the main office by the Distribution Center Manager or <br /> their designee. <br /> • When buried piping is exposed,it is visually inspected for signs of corrosion. <br /> Formal SPCC Inspections <br /> Routine Visual Observations <br /> Each day the Equipment Service Center Manager or their designee visually observes: <br /> • Exposed pumps,pipes,valves and dispensing nozzles for leaks <br /> • Fuel storage area lighting for non-functioning lamps <br /> • Aboveground tank containment area for accumulated fuel or water <br /> • That all underground tank fill caps are locked <br /> Deficiencies or comments are documented in the Daily Inspection Log. <br /> Monthly Inspections <br /> Regular monthly inspections of oil storage and usage areas are conducted and documented to identify and <br /> correct problems before spills occur. Conditions that could cause the eventual leaking of oil are reported <br /> to the Equipment Service Center Manager. The following observations are made during these inspections: <br /> 1) Fueling controls for improperly functioning indicators and controls. Refer to the operational <br /> procedures for details. <br /> 2) Inspect all lines,tanks,valves and controls for leaks and wear. <br /> 3) All oil/water separators for the need to remove oil or sand/gravel (employ a licensed waste oil <br /> processor for removal of waste). Ensure the water level is returned to the level of the exit pipe after <br /> servicing. <br /> 4) Waste oil tanks for the need to empty. <br /> 5) Tank leak detection panels. Perform monthly test. <br /> 6) Fuel pump automatic shutdown system. <br /> The Equipment Service Center Manager or their designee will perform the inspection. After completing <br /> an inspection, the inspector will sign the inspection form. Storage and usage areas to be examined during <br /> monthly inspections are listed on the Monthly Inspection Form in Appendix B. Any observed signs of <br /> spillage will be immediately cleaned up. <br /> 32 <br />
