Secondary Containment Drainage Inspections <br /> Some of the oil storage and usage areas are equipped with secondary containment that would accumulate <br /> storm water during precipitation events. Accumulated storm water must be inspected by authorized <br /> personnel for signs of oil contamination, such as a sheen or discoloration, before being drained from the <br /> diked area. If the water does not appear contaminated, a valve is opened or a pump is activated and the <br /> water is allowed to drain to the ground. After draining the water,the inspector verifies that the containment <br /> valve is closed or the pump is off. The inspector then records the results of the inspection and signs the <br /> Secondary Containment Drainage Inspection Form(see Appendix B). Contaminated liquids are contained <br /> for disposal. The completed Secondary Containment Drainage Inspection Forms are maintained in the <br /> Manager Equipment Service's files. <br /> Response Equipment Inspections <br /> The facility conducts response equipment inspections as part of the monthly inspections. These inspections <br /> include the quantity, location, and operational condition. The Equipment Service Center Manager or <br /> another qualified individual will perform the inspection. <br /> Completed Inspection Forms <br /> Completed inspection forms are maintained on file at the facility by the Equipment Service Center Manager, <br /> for a minimum of three years, except for tank and piping integrity tests which will be maintained for the <br /> life of the tank or pipe. The SPCC records contain the following information related to oil storage, oil <br /> transfer and training: <br /> • Monthly Inspection Form: Results of the monthly inspection of oil storage areas,aboveground <br /> piping and appurtenances. <br /> • Secondary Containment Drainage Inspection Form: Results of inspections of accumulated water <br /> in secondary containment areas prior to release. <br /> • Monthly Tank Level Alarms Inspection Form: Results of monthly inspection of tank level alarms <br /> and switches. <br /> • Personnel Training Record: Dates and types of SPCC training given to Terminal personnel with <br /> the records maintained by the Equipment Service Center Manager. <br /> • Spill Notification Information Checklist: Record of spills which occur at the Terminal(see <br /> Section 4.0 for details of spill documentation). <br /> • Tank and Piping Integrity Testing: Record of tests which occur with the aboveground storage <br /> tanks. <br /> 33 <br />
