12.0 TRAINING, & DISCHARGE PREVENTION- §112.7(f) <br /> Spill prevention is the primary purpose of the Plan. The equipment and procedures outlined in this section <br /> help prevent spills from entering navigable waters. <br /> It is the responsibility of designated employees at the Terminal to assist in spill prevention by being <br /> observant for signs of potential spills. Personnel at the Terminal may reduce or eliminate the risk of spills <br /> by taking prompt direct action to correct the potential spill situation or referring the problem to their <br /> Supervisor or the Equipment Service Center Manager. <br /> The spill prevention program consists of the following equipment and procedures: <br /> • Spill prevention devices to monitor tank levels, <br /> • Inspections and integrity tests to detect and prevent spills, <br /> • Personnel training programs to teach proper operating procedures and the contents and use of the <br /> SPCC Plan and <br /> • Security measures to prevent unauthorized individuals from knowingly or unknowingly causing a <br /> spill. <br /> Spill Prevention Devices <br /> The spill prevention devices are discussed in Section 5.0 for each storage and usage area. The devices <br /> consist of level gauges, high-level alarms, interstitial leak monitoring devices, and unloading/loading <br /> procedures. The level gauges will be checked for accuracy at least once a year with the calibrations <br /> documented on the Alarm Testing Form in Appendix B. <br /> 12.1 Personnel Training—U12.7(f)(1) <br /> Periodic training is conducted by the Equipment Service Center Manager or their designee to inform facility <br /> oil-handling personnel of spill prevention equipment and procedures described in this Plan. Oil-handling <br /> personnel that work at the Terminal are provided this training upon employment and receive annual <br /> refresher courses. The annual refresher courses may be provided to oil-handling personnel during <br /> scheduled safety meetings. The initial and refresher training courses emphasize the following information: <br /> • General orientation and operation of the facility <br /> • Contents of the Plan <br /> • Requirements of the SPCC regulations and other applicable pollution control laws, rules, and <br /> regulations <br /> • Standard operating maintenance procedures used to prevent discharges of oil <br /> • Visual observations during normal operations to detect the first indications of a leak or spill <br /> • Descriptions of past spill events, any currently malfunctioning components and all recently <br /> developed precautionary measures <br /> • Spill response procedures. <br /> • Notification procedures <br /> Oil-handling personnel are trained in the annual SPCC refresher course to report,contain,control and clean <br /> up oil spills. The Equipment Service Center Manager keeps records of the training provided to each <br /> employee. The Equipment Service Center Manager maintains the training records which include date of <br /> training, type of training (initial SPCC or SPCC refresher training), instructor and names of individuals <br /> attending. The annual refresher course serves as the annual Spill Prevention Briefing. A copy of the record <br /> of training is kept on file with the Equipment Service Center Manager. <br /> 34 <br />
