13.0 SECURITY- §112.7(g) <br /> Site security helps prevent spills resulting from vandalism or accidents caused by unauthorized persons <br /> trespassing on the property. The following security measures are taken at the Terminal: <br /> • A fence surrounds the entire facility. <br /> • Entrance gates are locked and personnel must badge into the facility. <br /> • Any valves, which permit direct outward flow of a tank's contents, are blind-flanged or securely <br /> closed when in non-operating or standby status. <br /> • Starter motors or disconnects on all pumps in non-operating or standby status are locked or capped <br /> in the `Off position and located in an area only accessible by authorized personnel. <br /> • The lighting around the facility is suitable for nighttime activities and security purposes. <br /> Storage areas are secured from tampering by the following measures: <br /> • If applicable,valve and pipe connections are securely capped or blank flanged when piping is not <br /> in service for an extended time. <br /> • Tank loading/unloading ports are securely capped when not in use. <br /> • The drain valves on all tanks are in the closed position and adequately secured when not in use. <br /> • Buildings and rooms are locked when the Terminal is not in operation. <br /> 36 <br />
