18.3.8 Fail-Safe Engineering—§112.8(c)(8) <br /> The possibility of a significant discharge is reduced by the following equipment/procedures: <br /> • Regular inspections of tanks and auxiliary equipment. <br /> • The bulk tanks are equipped with direct view tape gauge for measuring the liquid level in the tank <br /> which is monitored during filling <br /> • The bulk tanks are equipped with a high-level alarm on the control panel at the tank farm, under <br /> the delivery area canopy and in the shop office <br /> • The fuel line is equipped with an on/off switch on the control panel at the tank farm, at the vertical <br /> posts at the north end of the fuel lanes in the Inspection Area, and in the shop office. <br /> The Equipment Service Center Manager or their designee observes the tank high-level alarms once per <br /> month by checking the alarm on the panel. The results of the tests are documented on the Monthly Tank <br /> Level Inspection Form in Appendix B. The tank high-level alarms, including the proper operation of the <br /> panel, are tested once per year. The Equipment Service Center Manager arranges these inspections and the <br /> documentation is maintained in the Equipment Service Center Manager's files. <br /> 18.3.9 Effluents into Navigable Waters—§112.8(c)(9) <br /> The Terminal produces no effluents exposed to industrial activity for discharge to navigable waters or the <br /> tributaries thereof, therefore,this section is not applicable <br /> 18.3.10 Correction of Tank Deficiencies—§112.8(c)(10) <br /> If,by regular inspections or otherwise,it is determined that the integrity of a tank or auxiliary equipment is <br /> or may have been compromised, it will be reported to the Equipment Service Center Manager or their <br /> designee and the problem evaluated and appropriate steps taken to correct deficiencies. It may be <br /> appropriate to take the system out of service(i.e.the material transferred out of the tank or piping).Any oil <br /> discovered within a diked/containment area will be promptly removed. <br /> 18.3.11 Mobile/Portable Oil Storage Tank—§112.8(c)(11) <br /> Mobile or portable oil storage containers are located inside the maintenance shop,inspection area,tire shop, <br /> truck wash, freight dock, and/or compressor room and are not exposed to precipitation. Secondary <br /> containment for these containers is described in Sections 5.0 and 9.0. <br /> 18.4 Transfer Operations&In-Facility Process—012.8(d) <br /> 18.4.1 Buried Piping Installations—§112.8(d)(1) <br /> Existing double-walled buried piping was inspected during installation for signs of corrosion, damage or <br /> other evidence of leakage. If buried petroleum piping must be exposed for construction or other purposes, <br /> the piping will be inspected for signs of corrosion, damage or other evidence of leakage. Additional <br /> examinations and corrective actions will be taken as necessary. Inspection results will be documented in <br /> writing on the Exposed Buried Piping Inspection Form in Appendix B. The completed forms will be <br /> maintained in the Manager Equipment Service's files. <br /> In addition,buried petroleum piping will be integrity tested if modifications to the buried piping are made. <br /> Records of these tests will be maintained for Manager Equipment Service's files. <br /> 43 <br />
