By December 1992, the depth to water had risen above the
top of the well casing screened interval and has consistently remained over the top of the screen ever since.
PHS-EHD was concerned that the floating constituents of the petroleum were not being allowed to enter the well
casing and on April 19, 1993 approved an interim remedial action of purging 55 gallons of water from UST-1 on
a weekly basis. As a result, concentrations of petroleum constituents from UST-1 have consistently decreased.
Currently, UST-1 is in the center of the suspected plume of contaminated groundwater and PHS-EHD is not in
favor of destroying this monitoring well. PHS-EHD recommends instead that an aggressive pump test be
performed on this well. By extracting large amounts of groundwater from varying depths within the well casing,
a determination may be made as to the effectiveness of this method as afull remediation process in the future.
Recently three new monitoring wells have been placed around the site and as of the date of this letter, no report
of the installation and sampling has been received. The laboratory data contained within this report will help to
evaluate the status of your site. Please include copies of the weekly purging activities in your next quarterly
report.
Until further data is received and evaluated, your request to destroy UST-1 is denied. Questions regarding this
decision may be directed to Michael Infurna at (209) 468-3454.
Donna Heran, REHS, Director
-
E ental Health Division
Michael Infurna, Senior REHS Diane M.
