The
i CUF recommends that the EHD review this site for closure. The consultant for the responsible
party (RP), on behalf of the. RP, has also requested site closure, in part, justified by the CUF
recommendation.
! The EHD is of the opinion that the secondary source of impacted.soil has not been removed to
I the extent practicable; as is required at petroleum-release sites. A potentially cost-effective
! corrective action which removes the most readily recoverable fraction of source-area mass has
been tested and identified, and should be implemented; this would remove the more volatile
component of the residual contaminant mass, which is the component more likely to impact
groundwater. The EHD is concerned regarding the safety of water produced from the water
supply well approximately 261 feet from the site and two other.nearby domestic wells when the
site is no longer monitored. In the past, the so-called `small well' has been impacted by low
concentrations of toluene, xylenes and tetrachloroethane (PCE); the.well has been out of
service, but may be used again in the future. Toward the northwest, nearly at the same distance
as the 'small well', the so called `large' well has not been sampled for the chemicals of concern
(COCs) since 2007, when it was `non-detect' for the COCl. Also toward the west, south of the
`small well', and nearly as close, is the domestic well for Carl's Restaurant, which has not been
tested for the COCs. Depth to water has had a very wide fluctuation range at this site and its
relationship to COCs concentrations has not been evaluated.
However, relying on the professional opinions rendered by the CUF Five-Year Review technical
staff and the RP's consultant, the current lack of detectable concentrations of chemicals of
concern in shallow monitoring wells surrounding the source area and in the deeper zone well
near the source area, and in consideration of the limited reimbursable expenses allowed to sites
that have been recommended for closure consideration by the CUF, the EHD will request a
closure report from the responsible party.
2011 Annual 5-Year Review Update Response CUF Claim No 8109-doc
