RO#: 1523 <br /> Stockton,CA. 95215 <br /> San Joaquin County Environmental Health Department(EHD)has reviewed Work Plan:Septic System <br /> Remediation&Soil Testing dated October 22,2003 as submitted by Geological Technics Inc on October 27, <br /> 2003 and has the following comments. <br /> The plan includes the soil sampling requirements listed in EHDs October 17,2003 letter. The nine proposed <br /> GeoProbe borings/locations detailed in the plan are approved. <br /> Laboratory analyses listed in the work plan call for EPA Methods 8270C and 82606 for both soil and grab <br /> water samples. Previous laboratory analyses have included EPA Method 624, EPA Method 625,and <br /> "APHA/EPA"for Total Recoverable Petroleum Hydrocarbons(TRPH-1664). In order to confirm if the <br /> chemicals detected in the first analytical tests have migrated through the leach lines,the EPA Methods <br /> utilized in the first tests are to be utilized for samples collected during this next phase. <br /> Also included in the work plan(Section 2.1.1)was a Contingency Plan. This plan was a proposal to not <br /> collect soil samples (2)under the two separate septic tanks if EHD inspection of the interior of tanks <br /> indicated, "no cracks or holes are present in the walls of the tanks". In order to approve this sampling <br /> modification, EHD must visually inspect the vertical walls of the outside of both tanks and the soil <br /> immediately under and touching the bottom of the tanks to verify if seepage or a release from the tanks has <br /> occurred. Obviously contaminated soils discovered during this inspection of the tanks outer walls and <br /> bottom would require additional soil sampling collection and analyses. If you would rather expose all of the <br /> vertical walls of both tanks and a small portion of the soil immediately under each tank instead of angle <br /> boring to—1 to 2-feet under each tank,you should submit written confirmation of this option. <br /> Discussion in the work plan indicated that additional time(10 days)would be needed to secure the drilling <br /> permit and obtain approval for the cost of the work after EHD work plan approval. EHD strongly <br /> recommends that immediate steps be taken to pump out the septic tanks to ensure migration of chemicals to <br /> the leach lines is not allowed to continue. The plan to pump the tanks and contain,characterize,and initially <br /> treat the sewage onsite is hereby approved as submitted. With the biological portion of the waste <br /> neutralized by treatment with bleach in the onsite holding tank and the EHD visual inspection of the tanks <br /> successfully conducted and passed,you could finalize the costs and details for proper disposal of the <br /> residual chemicals left in the holding tank. <br /> Not discussed in the work plan was the potential sampling of the seepage pits if contamination was found <br /> under the leach lines.
