Unfortunately, Mr. Valinoti' s letter misleads
everyone and also gives the misconception that he has some major
role to play in this in the first place. The San Joaquin County
Public Health Services is but one participant in this action and his
approach and perspective are both incorrect and irresponsible.
Instead of writing letters or doing news releases, his office and
yours could have easily ascertained the status from the State, who
has historically represented the County' s interests regarding such
matters for DDRW. Though the issue of such coordination was not
formalized at a joint November 1991 meeting, and the County was
there only as a DDRW courtesy invitation, we have always understood
that the State would keep them informed.
Let me sum up what has occurred to date:
a. In August 1990, DDRW initiated its quarterly well monitoring
investigation at its Tracy site.
b. On September 28, 1990, the Army Corps of Engineers (CoE) ,
Huntsville, Alabama, awarded a quarterly well monitoring contract.
C.
