• • <br /> DDRW-D PAGE 2 September 14, 1992 <br /> Honorable Patrick Johnston <br /> the Robertson well which is located further away but still in line <br /> with the plume. <br /> f. On November 6, 1991, DDRW, the Regional Water Quality <br /> Control Board (RWQCB) , and Department of Toxic Substances Control <br /> (DTSC) sampled the Rose and Robertson wells . <br /> g. On November 6, 1991, test results indicated TCE levels in <br /> Rose well exceeded the MCL of 5 ppb and that Carbon Tetrachloride <br /> also exceeded the MCL of 0 .5 ppb for both the Rose and Robertson <br /> wells . Traces of Chloroform were also found in both wells . DDRW <br /> requested confirmation sampling to verify original results Al <br /> required by regulation. A second sampling round was scheduled for <br /> November 14, 1991 . <br /> h. On November 14, 1991, DDRW held a Project Manager' s Meeting. <br /> The U. S . Environmental Protection Agency (US EPA) , RWQCB, DTSC, and <br /> the San Joaquin County Public Health (SJCPH) attended. SJCPH was <br /> invited as a courtesy. They have no regulatory authority over DDRW. <br /> The only agencies which have regulatory authority are US EPA <br /> RWQCB, and DTSC. <br /> During this meeting, DDRW agreed to perform an off-site well survey <br /> of private drinking water wells . This was to be done as soon as <br /> contractually possible. The Army COE indicated it would require <br /> modification of our contract with Woodward-Clyde. All the agencies <br /> participating in the meeting, including DDRW, decided this action <br /> should be done. DDRW also agreed to provide the Roses with bottled <br /> water. Though the Tracy site had not been determined to be the <br /> Potentially Responsible Party (PRP) for the chemicals <br /> contaminating the Robertson' s well, DDRW later decided to provide <br /> bottled water to the Robertson' s with the understanding that it was <br /> not an admission of responsibility, only an act of good faith by a <br /> good neighbor. DDRW, DTSC, and RWQCB then set out to resample the <br /> Rose and Robertson wells . <br /> a. On November 16, 1991, test results indicated TCE in the Rose <br /> well was below the MCL. The water is safe to drink, but DDRW <br /> continues to provide bottled water to both the Rose and Robertson <br /> families while we await omol ion of the Stateinvestigation. <br /> b. On November 22, 1991, RWQCB agreed to perform a mini-well <br /> survey to determine possible responsibility for the Carbon Tet and <br /> Chloroform found in these private wells and to confirm DDRW' s well <br /> survey results. <br /> c. On February 3, 1992, a contract was awarded by DDRW to <br /> perform a private well survey. <br />
