Ground water samples taken
on November 14 , 1991 confirmed the presence of carbon
tetrachloride and chloroform in domestic wells down gradient from
the Defense Distribution Region West (DDRW) , Tracy Site. The
remedial investigation (RI) being conducted by DDRW Tracy has not
detected either of these compounds on the facility. Therefore,
it can be argued that DDRW Tracy is not the source for carbon
tetrachloride or chloroform in these wells. Considering this
fact, DDRW Tracy currently has no responsibility to take action
to mitigate ground water contamination for these compounds.
However, it must be pointed out that DDRW Tracy's RI is not
complete. ' If carbon tetrachloride or chloroform is determined to
be your responsibility, a continued stance of non-action could
prove to be detrimental to the facility. Resulting consequences
could be expanded cleanup costs and/or legal actions taken by
impacted residents.
The Department believes that the implementation of remedial
measures at this time is in the best interest of DDRW Tracy and
the public. Of primary importance to the Department is that DDRW
Tracy take actions to protect the public ' s health. The following
recommendations focus on this concern.
1) Provide an alternative drinking water supply to any resident
that has been impacted. At this time that would mean
providing an alternative water supply to the Glen Robertson
household, 25080 S. Banata Rd. , Tracy, California 95376.
