Williams : <br /> On 4 September 1991 , the Defense Distribution Region West <br /> Environmental Office (DDRW-WB) directed American <br /> Environmental Laboratories Corporation , of Sacramento , <br /> California, to collect crop and water samples from the <br /> Raspo property immediately north of DDRW Tracy . <br /> The purpose for collecting and analyzing these samples was <br /> to determine if Mr . Raspo ' s walnuts , alfalfa, beans , or his <br /> agricultural wells ( 1-3) are contaminated with PCE/TCE . <br /> The test method selected and employed was EPA 801/8010 , <br /> halogenated volatile organics . <br /> The walnuts , alfalfa , and beans were found to be free of <br /> these chemicals . Based on these laboratory results <br /> (Enclosure 1) , DDRW-WB has told Mr . Raspo his crops are <br /> free of any PCE/TCE contamination . <br /> American Environmental did , however , express reservations <br /> about the absolute recovery rate of surrogates in their <br /> samples . They suggest that this is due to a matrix effect <br /> and that the values for crop samples should be viewed as <br /> ' estimates' only . <br /> In light of this comment , DDRW-WB contacted several other <br /> laboratories , public and private , for their comments . The <br /> consensus of opinion being that indeed a matrix effect <br /> would be seen due to oils in the materials being sampled , <br /> but the test being used was/is the most appropriate one . <br /> Excellence — Opportunity — Leadership — A MODEL INSTALLATION <br />
