WASTE DISCHARGE REQUIREMENTS -2- <br /> DEFENSE DEPOT TRACY <br /> SAN JOAQUIN COUNTY <br /> 8. Untreated industrial wastewaters are discharged to two lined (30 mil Hypalon <br /> liners) evaporation ponds. An assessment of the industrial waste ponds is being <br /> conducted by the Discharger as part of a Remedial Investigation/Feasibility <br /> Study (RI/FS) . This assessment will determine if the ponds contain designated <br /> wastes, and if they do, if the existing ponds comply with Subchapter 15 <br /> requirements. If necessary, the industrial waste ponds will be regulated under <br /> separate waste discharge requirements. <br /> 9. Past waste disposal and waste handling techniques at the Depot have polluted the <br /> underlying ground water. The major contaminants are trichloroethene and <br /> tetrachloroethene. <br /> 10. The sewage treatment facility and all the disposal ponds are located above an <br /> area of contaminated ground water. <br /> 11. The Discharger is currently conducting a Remedial Investigation to determine the <br /> extent of the ground water contamination at the Depot. Monitoring wells exist <br /> upgradient and downgradient of the wastewater treatment and disposal facilities. <br /> 12. The beneficial uses of the ground water are municipal , industrial , and <br /> agricultural supply. <br /> 13. The Board, on 25 July 1975, adopted a Water Quality Control Plan for the <br /> Sacramento - San Joaquin Delta Basin (5B) which contains water quality objectives <br /> for all waters of the Basin. These requirements are consistent with that Plan. <br /> 14. The Discharger is required to protect the environment to the greatest degree <br /> possible (Public Resources Code, Section 21000, et seq. ) . <br /> 15. The action to revise waste discharge requirements for this facility is exempt <br /> from the provisions of the California Environmental Quality Act in accordance <br /> with Section 15301, Title 14, California Administrative Code. <br /> 16. This discharge is exempt from the requirements of Subchapter 15, Chapter 3, Title <br /> 23, of the CCR, pursuant to Section 2511 (b) because the Board has issued waste <br /> discharge requirements, the discharge is in compliance with the Basin Plan, and <br /> the wastewater is not a 'hazardous waste' according to Chapter 30, Division 4, <br /> Title 22, CCR. <br /> 17. The Board has notified the Discharger and interested agencies and persons of its <br /> intent to prescribe waste discharge requirements for this discharge. <br /> 18. The Board, in a public meeting, heard and considered all comments pertaining to <br /> the discharge. <br /> IT IS HEREBY ORDERED that Order No. 63-216 be rescinded, and Defense Depot Tracy, in <br /> order to meet the provisions contained in Division 7 of the California Water Code and <br /> regulations adopted thereunder, shall comply with the following: <br />
